Noise ordinances are established in each municipalities. Check with your local police for the time after which you can complain about noise. Otherwise, try to make nice and speak to the neighbors, who may not be aware of the disturbance. Then involve the landlord.

California noise ordinances specify that any such nuisance that can be demonstrated to an officer of the peace is actionable. Your best option would be to call the police so that they can witness the disturbance, and then seek their judgment on the nature of the noise (deliberate or incidental to the construction of the building).

California doesn't have a noise ordinance, it depends on county. The state does have a duty to protect citizens from noise that's hazardous to public health or welfare.

Although there is a noise law, i doubt your upstairs neighbors will get in trouble for stomping. They may not even be stomping as you think they are, it may just be the sound of them walking around upstairs. If they are too noisy after a certain time, you can file a complaint and an officer may make a visit.
