A man or a woman is legally considered a dwarf if he or she is under 4 foot 10 inches tall. People with dwarfing conditions can be slightly over the 4 foot 10 inches and still be considered a dwarf.

According to the organization Little People of America, an adult is considered to be a dwarf if he or she is less than or equal to 138 cm or 4 feet 10 inches. The persons often has lims and features that do not match their stature. In many courts dwarfism is considered a legal handicap.

I'm not sure there is a legal definition for dwarf. Dwarfism, however, can be considered a legally handicapping condition depending on the severity of physical problems associated with it. A dwarf is someone whose adult height is under 4 feet, 10 inches and whose condition is caused by a medical disorder, such as growth hormone deficiency or abnormal bone development.
