The history goes back to George Washington and Thomas Jefferson not wanting to run for a third term. FDR was the first president to get elected for a third time. It established term limits for the office of President.

Previous Presidents such as Thomas Jefferson and others believed no President should serve more than two terms, but Franklin D. Roosevelt served for three terms and was elected to a fourth before his death, and this amendment was passed to prevent this happening in the future.

The 22nd amendment limits the president to two terms in office. It was ratified in 1951 as recommended by the Hoover commission after Roosevelt's unprecedented four terms in office.

The limit two two terms as president was originally just a convention followed by the early presidents (Washington, Jefferson, Madison). The 22nd ammendment was passed in 1947 after Franklin Roosevelt had been elected to four terms.
