When dribbling, you cannot move your hand to the underside of the ball. The ball cannot be in the palm of your hand or it is a carry.

When the ref blows the whistle to say you are carrying, that is not a foul. The player has to dribble the basketball as he moves on the court with the ball. The player cannot hold the ball in his hand for a long time ( carrying ).
