They are members of the same genus of plant, but the stems taste slightly differently, and they have different bulbs. Green onion bulbs are more developed.

They are different plants which share the same genus Alliim. Chives are used as a seasoning herb and garnish. Green onions are used for their bulb and stem. They may be cooked or used raw. The flavor and textures are quite different but both share a faint taste of onion.

Green onions include scallions and leeks, and they usually don't have bulbs - just a white base and green leaves. Both the white and green parts of a green onion are used, often cooked. Chives are the smallest member of the onion family, and the green parts are used raw.
