Tadpole is a limbless aquatic larva of a frog or toad, having gills and a long flat tail. As the tadpole approaches the adult stage, their legs and lungs develops, and the tail gradually disappears. They are also called as polliwog. Thus in my opinion tadpole and polliwog are same.

The tadpole is a young frog which has no legs & tail whereas polliwog is the young frog with just a tail. This difference seems to be very minor so a lot of think that both tadpole and a polliwog are same.
