The are restoration places online that sell tank sealing kit. The supply a cleaner and a liquid sealant that will remove all the residue then seal up the inside of the tank.

They makes kits for cleaning/sealing rusty tanks. Look online for a motorcycle tank safe rust dissolver like the kit sold by Yamaha. Seal it with a tank sealer afterwards.

Take 2-3 pounds of clean gravel, chipped driveway stone is best. Put stone, a quart of water and 2 ounces dishsoap in the tank, cap and shake rigorously for 5 minutes. Empty and rinse until no soap remains. Treat descaled tank with rust inhibitor chemical from autoparts store.
