MSI is a good brand of motherboard. They have many options that are 100 or less. Get a board that has a decent amount of RAM slots and can support quad processors. You can get Intel CPUs that are dual and quad core for around 120 depending on it's speed.

The AMD Phenom II X4 940 is an excellent processor that is around $130, but I've seen for as low as $115. With this, I would get a ASUS M3N78-VM motherboard, which is around $75. This will give you quite a bit of flexibility for other parts you use.
