I think corning off a corner of basement or inside your house for the cat would be the best solution because It would get expensive and hard to maintain. If you have a heated shed that you can find and buy at any larger hardware store you could use that as house for the cat.

A barn. Your cat doesn't require an outdoor home unless it's a working, barn cat. Otherwise, your cat should be in. Outdoor cats die young, get diseases, owls and fisher cats eat them for midnight snacks. If you chose him as a pet, he deserves a home. Otherwise, the barn.

The best way to heat an outdoor cat home is to use straw or wood shavings because they trap heat.

Its called your house. Just let it come in your house and you won't have to worry about the outdoor house being claimed by the neighborhood cats.

The best kind of heated cat home would be a permanent building, like a garage, shed, barn, or workshop that has a heating source in it already. These structures are good because they will provide plenty of space for your cat to roam around. Just be very careful to ensure that your heating source is safe.

You can build a cat enclosure and put wood chips or straw in it, which help keep heat in better than blankets.

I would caution strongly against keeping a cat outdoors at all times. Cats are domesticated, and thus, need companionship, a fresh source of food and water. AS well, they are vulnerable to other animals and cars. An outdoor cat will also kill or injure other animals as well.
