I think that the best bedding would be a soft coat of leaves over dirt. The leaves would be soft enough to allow the tortoise to comfortably lie in it. The tortoise usually eat leaves which makes it a great bedding. The tortoise could also eat the leaves if necessary.

What kind of tortoise is it? If it is a tortoise from a forest, then dirt, leaves and twigs. If it is from a desert, consider sand and other things you would find in that environment. Appropriate bedding is very important. The health of your pet may depend on it. Not sure? Then research by your pets color and markings.

Coconut coir is the best bedding for a tortoise. Dust from wood shavings can cause respiratory problems in tortoises. Coconut coir is a natural deodorizer.

Reptiles prefer warm,in a tortoise's case, dry weather. If they are not kept at the proper temperature they can not properly digest food, therefore dwindling their appetite.
