"Unknown" pokemon are rare psychic pokemon. They are shaped like 28 different symobols and do not evolve into any other pokemon. Inside each of their symbols is one large eye. They appear in the pokemon movie, The Spell of Unknown. They are also in pokemon games such as Ruby, Sapphire, Diamonnd, and Pearl.

You may be referring to the Pokemon "Unown", which is a type of Pokemon that takes the form of several letters of the Latin alphabet as well as punctuation marks. They are supposedly psychic, but little is known about them.
