The illegal gathering international laws were devised to provide security for citizens during the Communist Era. Basically, whenever five or more persons gathered together on public property a police permit is required. There are various versions of the law, however, they all pertain to security for citizens.

The part that makes it illegal is usually when the people are up to no good. For example if it were the KKK meeting. That would be an illegal gathering.

Usually the people meeting do not have a permit to meet, march, or protest, and this their activities are not legal. It can also include loitering around a business.

Some of the activities which are considered as the major illegal problems like fraud,coercion,misrepresentation,smuggling,theft,murder etc. These illegal activities are the major cause for many countries people which are living in underdevelopment and also below poverty line.
