Well "T&L" stands for Transform and Lighting. A T&L compatible card is one that has two engines to do the processing for both. Essentially doing processing work that used to be doe by the cpu.

Transform & Lighting / Texture and lighting (T&L) Graphics card are exist from 2001. Now a days all graphic cards are supported T&L.
