Plenary means all intressted/concerned individuals are combined. A democratic government has a plenary power. All governement bodies and especially the elected representatives are together in a plenary playing field.Eg. they meet in a physical location were they debate and decide what is in the best interest of the country they represent.

Plenary power is when a section of the government has absolute power to do something and no entity, alternate branch or smaller governmental unit can over-ride it. For example, Congress determines interstate trade - and the states cannot create their own laws on this nor the President create his own.
