A chronometer is a timepiece. It does not need to be certified unless you plan to do specific measurements for time critical functions.

A certified chronometer is a watch that has had the movements certified by an independent official organization. It is capable of displaying seconds and will have a certification number on it. If it is truly a chronometer each movement will have been certified in 5 different positions and at 3 different temperatures, a process that takes several days.
