What is a "bare bones" computer?

My uncle said it is the best bargain.

A bare bones computer is typically one that has three basic components. These components are the case, motherboard and power supply. You then buy and install all of the parts that you want in it (as long as they fit the desired motherboard and power requirements of the PSU).

Bare bones computer typically lower-end desktop. The have very little accessories and are very cheap. However you will want to upgrade parts later which could possibly cost more later on.
