Whether it is you not cashing your refund checks or if someone does your taxes incorrectly, the IRS keeps that money for their use and you only have a certain amount of time (3 years is that statute of limitations) to get it back.

Unclaimed tax refunds sit for seven years. After that, the government claims it. If you don't file taxes and then file and get a refund, you get that money.
