In most states, the arresting police officer is the one who files charges and is responsible for dropping any charges should he/she decide to do so. This takes the pressure off of the victim, especially in domestic disputes. No matter what the victim desires, it is out of his/her hands.

There are a lot of factors to be considered, including the nature of the crime as well as the jurisdiction, as to what will happen if charges are dropped.
