It is BACKWARDS TYPE set backward. The letters ARE what the words say. It's supposed to be a visual pun, and is probably taken from a puzzle page. Another example would be the word O U T with the word "inside" worked within the three letters in OUT, thus creating "inside out. "

This phrase is actually the phrase "type backwards" typed backwards. The phrase itself has no meaning until you reverse the letters and then you have the correct phrase.
