What does mileage have to do with the EGR valve?

The EGR valve measures exhaust gas temperatures and relays that information back to the vehicle's ECU. This data allows the ECU to control the fuel air mixture to maintain the correct exhaust gas temperatures. The amount of fuel and air that the ECU controls directly affects the fuel mileage of the vehicle.

Not much if any impact on mileage. The EGR valve is an emissions device. The vehicle's PCM(powertrain control module) does not use it as an input for either fuel or ignition timing. It can however have an impact on a vehicle's performance and driveability if it becomes stuck open.

The EGR valve is a wear item. It will wear out at a certain mileage. It is part of the vehicle's service schedule and should be replaced at the recommended mileage to avoid failure.

Well egr valve has exhaust flowing through it. So as mileage goes up deposits can form on the vale itself. This cause poor sealing of the valve which leads to leaks. It should be cleaned or replace as you get up there in mileage.
