What does "management by objective" mean?

A management objective is a goal that management hopes to achieve by introducing some management decision. For example, a management objective may be to trim electricity expenses. The management decision may be to hire someone for one hour each day to go through the building after everyone has left and turn off all the lights.

management by objective means the subordinates and superiors are sitting together and taking major decision in the other words the subordinates are included in the decision making process of the organization.
