You could have some electric interference nearby or on the same circuit. If you have other electric items plugged in the same outlet/surge protector (you are using a surge protector, right?), try unplugging them and see if it helps. Space heaters and items that cycle on and off are culprits.

Well if your monitor screen is jumping around this could be because the settings are not right. Readjust your settings so that the screen stays in one place. If that does not work then there must be some kind of defect in terms of the graphics and the adjustments control.
