If they have no fever, then it could be allergies, a change in the weather, the begining of them getting sick or them getting over being sick. A cough is generally not enough of a reason to keep them home unless they are having trouble breathing.

If children suffer from cough without fever, it may be a throat infection with cough or Chest cold with cough. It can be treated with antibiotics and expectorants to get well. If cough is very high, it is better to stay at home, because it may infect other children.

If the children are not coughing up a lot of phlegm and they have not had a fever for 24 hours, it is okay for them to go to school.

Cough with expectoration is a sign of infection anywhere in the bronchial tree starting from pharynx and ending in alveoli which the lung may be trying to expel by coughing. Dry cough in children can be due to allergic inhalations, eosinophilia or beginning stage of tuberculosis. If blood comes out with every cough, it can be tuberculosis or malignancy.

The two most common reasons are asthma and allergies. Unless the cough is severe I would send your child to school and see a doctor.

The cause of cough is due to infection in the lungs. If the cough gets severe then consult a Doctor and they will start with antibiotics.
