You have a magnolia pest called the magnolia scale insect. This can damage your tree. Use a ground-based insecticide to kill the bugs.

It is actually a common thing for your magnolia tree to give off a sticky substance. It is a defensive thing in order to catch bugs etc. You really can not remove the sticky substance off the tree as you can risk causing the tree further damage and harm which can kill the tree.

Eventually, black sooty mold will develop; the tree will turn black. Magnolia scale insects are the reason for this. Remove badly infected branches, rinse off mold, and use insecticide.

The first thing you need to do is make sure that is doesn't have a fungus growing on it that is causing the substance to be there you can do a net search on the subject and it will pull a ton of good printable information for you and you can file it away for future use.

These are magnolia scale, when they eat immediately secretes a sticky substance. The thing that you can do is spray some insecticide but obviously is difficult to do that, a engine sprayer can help you because it to make that the insecticide drops are very little and can do a complete cover.
