Swollen lymph nodes are an indication of an infection near the affected node. The red streaks can indicate that the node itself is infected.

Infection! See your physician immediately and don't mess around. Infections that occur in the head and neck get very serious, very quickly. If you have fever, impaired breathing, difficulty swallowing or pain, please consider reporting to a local emergency room. Don't wait for an internet answer for such a potentially serious situation.

An infected lymph-node; mumps; an infection anywhere near the face or neck can cause that. It can begin with a scratch. But, this set of symptoms is serious.
