When a coil gets old, itloses pressure and its laminate can vibrate inside the cover. This is because of the variation of the magnetic field.

1. The battery in the surge protector could be low. This could be due it being at the end of its life or having a leak. 2. The surge protector may not have a battery in it at all. 3. The surge protector may not have enough capacity for the equipment it is plugged into.

The chirping is probably an indication that the battery back up is failing. Assuming this is a protector which includes back up in case of a black out or brown out, this is most likely the cause.

MY APC backup battery and surge protector is making a loud high pitched whisteling sound. Other then the noise it seems to be working fine because it is supplying power. I contacted APC and they suggest removing the battery which will turn the device off and will kill power to our servers.
