What could be causing dry flaky red patch on skin?

If it is a raised area of skin, this could be eczema. Can be made worse by allergic reactions to food, laundry detergents, cloth types.

It very likely just be dry skin. It could also be dermatitis, psoriasis, or an allergic reaction. Try soaking it in warm water, and putting an unscented lotion on it for a few days and see if that helps.

Many forms of dermatitis, can cause this. Also responsible is chaffing, and sometimes psoriasis flare ups will start like this. If you have changed skin products or laundry detergent it is also possible but usually excess moisture is to blame.
