Pimples form when dirt, dead skin cells or bacteria block a skin pore, leading to infection and inflammation. When a skin pore becomes blocked the oil or sebum that keeps the skin supple and moist builds up, as it cannot be released through the pore and causes a pimple.

This could be anything from a simple cyst, or it could be much more serious, like a tumor or a cancer. See your vet as soon as possible. Most likely it is just a benign growth that can be removed, but you can't know without a Vet.

Sometimes cats can get a scratch or bite that can become infected. See if there is any kind of scabbing on the area. You can also wash it with a warm cloth and medicate it with Neosporin to see if it gets better. You may consider a vet visit as well.
