Skype is Voice over IP. So you need a valid internet connection or access to one. Once connected to the internet, you shouldn't have to do any configuration unless in the unlikely even your firewall interferes with it (Skype error #1102). If you have a router, make sure port 80 is forwarded (this is very unlikely that it won't be).

You need an operating system that is officially supported by skype. To my best knowledge, Windows, Linux and Mac are currently supported. Then you will need at least an option for sound output to hear the people you are talking to and a microphone to record your own voice. For video you additionally need a webcam.

You need to have Skype on the allowed list of your firewall. If Skype will still not work as you would like, you may have to open ports 80 and 443 on your router. It will work best if you set those ports to UDP and TCP. You may also need to open the port on your Skype connections tab.
