Palm plants require very little care, indirect sunlight and watering only when the water becomes dry on the surface. Prune away dead foliage and fertilize once a month with a diluted fertilizer solution. Palms can get root bound so you should check bi-monthly for root growth and replant accordingly. over watering can cause root rot so be careful with water.

This will depend slightly on the area that you live. If you have a warmer dryer climate you will need to water it more, as your local nursery for tips.

just make sure it gets plenty of water, and you will have to stay on top of keeping it cleaned. the dead stuff will fall to the middle and compile.

You have done the right thing. An individual frond will not not grow new leaves. All new growth will be new fronds emerging from the individual stems. However, it is not good to cut off the growing tip of any stem. That sometimes stops new growtrh on that stem.
