Depending on the vehicle, it may be easier to take the foam headliner down. With a good adhesive, spread over the entire surface and wait until fully dried.

Recovering a headliner can be pretty easy. On a newer car the hardest part is removing everything and getting the headliner out if the car. Just pull the old fabric off then and remove the loose foam. Then spry your glue, apply your new foam, spray more glue, then lay on the fabric. Once dry you can install.
