Well if you are referring to hood latches, they are the mechanism that hold the hood closed when shut. Typically they are cable operated. When the handle is pulled the latch moves and a spring pops the hood. Then a second latch hold it partially closed until you release it.

Such locks secure the hood panel to the car, the panel which protects the engine. They can allow the hood to open to either the front or to the side and they support the hood when opened.
