If someone ran out on a restaurant bill, that is theft of services and is a crime. If you witnessed this, you can report him to police. If you paid for them and you were eating too, the only recourse you have is to not go out with him.

Generally, skipping on a restaurant bill is "defrauding an innkeeper. " The owner or management of the establishment can notify the police and charges filed against the individual. If you were left holding the bag, you can sue your friend in Small Claims Court.

An individual who refuses to pay for a meal can be charged with theft of services. The owner or waitress can call the police who can either arrest the individual or issue a summons to appear in court.

If he ate the food, he has a legal obligation to pay for it and can be arrested for larceny if he refuses.
