You can either talk with them neutrally and calmly ask them to please quiet down, or call the local police department and they will go to their house for you.

If the neighbors are renting, the landlord should be notified. A police report or call can be made also. It is always important to make a log with the dates and times of all disturbances.

There are laws in every city regarding quiet hours. They're usually sometime during 11pm and 7am. You can check your city ordinances to find out the exact times. If your neighbors are violating them, you can try to nicely ask them to pipe down. If that doesn't work, call the police on them when they get noisy.

If possible, talk to the neighbors during the day and attempt to have a constructive conversation about the noise they make at night. If that fails, talk to the landlord -- or call the police. If nothing else works, use white noise generator to block the noise -- or move.
