First you must test the water content of the soil. If the soil is dry, your rose bushes may be wilting from lack of water. If the soil is too wet, roses may be wilting from too much water. Roses should have approximately 2 inches of water weekly.

As odd as it may seem, simply urinate onto the plant. Drooping leaves indicated a defficiency in phosphorus, which can easily be met with the normal amount in human urine.

Are they getting enough water? What has changed? The weather? Once summer hits, my hydrangeas need a lot of water; maybe this is the situation with your roses.

Over fertilizing when planting can result in uhhappy, unhealthy rose bushes. The best remedy for drooping and sad looking bushes is pruning. Cutting back the foliage alot will result in a very healty and productive bush the following year. Once the plant is out of it's survival mode, and the roots have re established themselves expect to see beautiful blooms.

Excess salt in soil is the usual cause of drooping of a rose's leaves. You remedy this by flushing the soil with a lot of water.

I think your rose is being over watered and the soil is not draining properly, and that they rose is lacking proper nutrients to keep it strong. An application of a standard rose food should help.

It could be about a million different thing clip banana peelings and put them around your bushes as well as crushed egg shells then mukch over them. If it's a bug problem plant garlic near them the garlic keeps the bugs away and won't hurt the rose bushes.

Your roses could have a fungus disease called black spot. It is the worst enemy of roses. Another reason roses droop is because of improper watering. Don't give your roses too much water, their leaves will turn yellow. Your roses might also need feeding.
