What can I do about brakes that do not release?

My brakes are stuck.

Put vehicle in Park turn off Vehicle. Check brake pedal if it's fully depressed. If so, then master cylinder may be bad. if ok check each wheel for seizure.

Check the brake fluid level. Check the brake lines or any broken pipe. Check the brake disc/drum and also put oil in the brake pedal. In case the brake pedal is getting stuck only when the car is switched off then start the car pump the brake slowly. Use proper brake fluid as recommended by the manufacturer.

You can maunually push the btrake back yourself. Jack up your car and remove your tire from one side of the car. Using standard tools, remove your brake assembly. Using a C-clamp with a swivel head so you do not damage the brake assembly, clamp the brake pad and tighten it down so it recedes back.
