What can be done to treat fleas that are embedded?

See your physician to ascertain exactly what you're dealing with. Chiggers, sand fleas, chigoe fleas and a few others present in the same way initially. Your doctor will prescribe a topical medication to kill the bugs that have burrowed in the skin and ease the symptoms.

If it refer to fleas in animals, then a bath using a flea shampoo could be done for fleas to surface. If in house carpets, insecticide could be used.

Use Borax. Buy powder in the laundry isle. Put it in the carpet (test to make sure it is color safe first). All bugs do not like borax.

Seven dust can be spreader over the effected area, it works well on fleas. Also twenty mule team borax laundry soap works well.

Anything from sand fleas to chiggers and chigoe fleas are a pain for anyone when they get imbedded. However consult your physician for help.

If this is on an animal, start with a flea bath which will force them to surface. Then, remove with a special flea comb (don't pluck out without head). Repeat.

Are you sure they aren't ticks? At any rate, use a topical treatment like Frontline, make sure it's Frontline PLUS, it has IGR (insect growth regulator)
