Quite possibly could be a fungus. I have heard rubber trees are pretty suseptible to fungus. You can try gently brushing the spots off and trying to keep the stock of the plant more dry

White spots on a rubber tree usually mean fungus and sometimes mold. The best thing to do to treat the tree is go to a local nursery and they will sell you anti-fungal spray to put on the tree. Also, I would suggest cutting off as many leaves as possible so the tree grows stronger.

Those white spots are maybe fungus or mold. You can remove them by brushing the spots off or try to spray it with anti-fungal spray. White oil spray can also be used. To avoid this to reoccur try to keep the tree stock more dry.

Usually if that happens it means your tree has been infested with something and you will either need a fungicide or a bug treatment to get rid of it if the tree is small enough the best thing you can do for it is go to your local green house and show them and see what thye recomend.
