God of War: Chains of Olympus is a very highly rated action game. Dissidia is a very popular fighting game based upon the Final Fantasy series. Metal Gear Portable Ops is a great stealth shooter.

I would say the top psp game is God of War: Chains of Olympus. Also there's a couple Metal Gear Solid games that are out. Metal Gear Solid: Peace Walker is the newest one.
