The rules in regards to holding in high school football is no different than any other level. When a player essentially glenches their fist around another players jersey, it's holding (all the time)

These rules vary from state to state and according to each position. Some of the most common rules regarding what constitute a hold includes: any pull resulting in the stretching of anohter players jersey, visible holding outside of the chest and armpit area, or any visible hold between two players resulting in inability of a player to mae a play.

The rules in high school football are the exact same as in college and the pros - you simply can't hold onto an opposing player.

In High School Football you are not allowed to hold you opponent outside his shoulders including his shoulders. However the refs may not always see. It also depends what league you are in.
