Magnesium (atomic number 12) is a light alkali metal with 2 valance electrons. These electrons are easily lost (given to) elements like oxygen. Magnesium can combine with oxygen dissolved in water. Magnesium is used in marine flares that burn when wet. Magnesium is closely related to sodium and potassium, both of which also burn easily.

Dry air has no effect on magnesium and calcium. In heated air is burn with dazzling light giving its oxide. Magnesium reacts very slowly with cold water and slowly with boiling water. Magnesium can burn in water, if you drop into water it will float on it… Because the heat evaporates some water to make cushion of steam.
