You may have a type of bark fungus which is not always know to strike these types of trees but can. Tree bark fungus often appear black and are very fond of attacking a tree in a very moist place. If you have your myrtle in a place that is wet I would attempt to drain it.

This is completely normal for the crepe myrtle to start peeling once it has reached maturity. This usually happens a few years after it is first planted. Is it possible that this is your situation?

Like most trees the Crape Myrtles can be subject to a number of different diseases. The most common is wood worms, these eat the living bark of the tree (outer layers) and destroy the trees circulatory system, killing it. Other common diseases are fungal infections, dry rot, termites and gypsy moths.

Your tree probably has sooty mold. This is a black fungus that appears on several types of trees including the crape myrtles. It actually doesn't feed on the tree itself but on the secretions of insects. Treat for the type of insects you have and the soot should go away.
