The outlet shopping malls (like the prime chain) often feature more expensive brands (like Clarks or Cole Hahn) at a discount. However, shop the sales at department stores as well. Often times you can get a better discount through a sale than at an actual outlet. Find a brand that works for you and then watch the sales and coupons.

Some good shoe outlets in town that have really nice shoes at low prices are Shoe Show, Rack Room Shoes, and Shoe Carnival.

Payless is one of the best inexpensive shoe stores out there. they have a wide variety of shoes most for less than $15. your only other option would be walmart's shoe isle.
