What are some PA cases on neighbor harassment?

If by PA, you mean Pennsylvania, this is extensive. I strongly suggest you speak to your local law enforcement, and district court. Your police know who are the problems in their neighborhoods and often need someone like you to make repeated complaints to enable them to prosecute. Your court clerk can guide you to records on your local offender.

There have been several opened but very few have been heard due to lack of evidence. It is important that you gather as much info as possible.

"Harassment" can be anything from throwing trash in your yard to turning floodlights on your house at night to shouting obscenities over the fence. There is no absolute definition. Most courts expect neighbors to be adult and respectful, but failing that, turn to the police first for resolution (and proof).

Neighbour should be respectful and understanding but some times they get failed to show it and by throughing rubbish , turning floodlight, and shouting fircely can harass their naighbors.
