The Bichon Frise does not have fur, it is coverd in white fine hair. The poodle is another example of a dog covered in hair. This is why people wit allergies are able to tolorate these animals.

Soft-coated wheaten terriers, schnauzers, malteses, poodles, bichon frise, and bedlington terriers are all hypoallergenic dog breeds that have short, non-shedding hair. Some hairless breeds include the xoloitzcuintle, American hairless terrier, hairless chinese crested, Peruvian inca orchid, and the hairless khala.

Hair and fur are the exact same things. It's simply semantics not any true difference. Sleazy puppy sellers claim low-shed dogs have hair to make a sale to allergy sufferers.

I have a small maltese and he has hair not fur. He appears to be anti-allergic because my husband who is allergic to everything isn't allergic to him.

My first thought is the Poodles. It is a tight, curly, hair that needs to be cut and combed regularly to keep it from felting. Yorkshire Terrier's also have hair and not fur. They have a very straight, slightly waxy almost hair that can be either very soft or course and anything in between.
