Most if not all counties in Pennsylvania have adopted the International Residential Code (IRC). You can purchase the book or just look up specific questions by doing a basic internet search. You can also call your local building department. The inspectors would often prefer to answer your questions in advance rather than have to fail your project.

In the design and construction of building enough space should be provided for basement. Minimum one door or window should be provided such that it should be opened from outside. If a bed room is constructed in the basement the opening of door should be provided in each bedroom directly from outside.

Since all work done in your basement must comply with Pa. building codes. I suggest that you go to the city hall of your town and get this information. They can give you a copy of the codes. But beware if you are going to do this yourself, the city inspector will inspect your work.

Start with your local city government. If the city offices can't provide you with copies of the pertinent codes they can almost certainly tell you where to find them. You can find additional information on the internet by searching for PA building codes.
