My recent blood test shows 3100 WBC and 70 percent lymphocytes. Does this mean I have HIV?

This is inconclusive. This is certainly a higher percentage of lymphocytes than I would expect on a normal person, but without further information, who knows? There are antibody titers that are more more of a diagnostic indicator of infection. A CBC doesn't say anything either way.

Not necessarily. Low white blood count and lymphocytes is also a sign of lymphocytopenia. See a doctor to know for sure. Addressing problems immediately can avoid bigger problems.
