He could have been bitten by something. Some dogs also can have allergic reactions and get hives and have a fever. You should take your dog to a vet as soon as possible, if the dog was bit it could have been by something deadly and you dog could die very quickly without proper care

It could be bug bites or bee stings. This is not to scare you, but they could either be cancerous lumps. It is best to get your dog in right away to a vet, in fact take him to an all night clinic if there is one in your town!

Check with your vet - it could be something minor, but a dog with a fever needs to be checked, especially when lethargic. You don't mention the size of the lumps. Large lumps can be lipomas and are harmless. If they are smaller, perhaps it's a parasitic infection.

Please bring your dog to a vet right away. Lumps could be harmless fat deposits under the skin but they could also be a sign of cancer. Lethargy and a fever are symptoms of Lyme disease but you need a qualified vet to diagnose and treat this. Lyme disease is easily treatable if caught in time, please don;t delay.
