There is no reason for it not to be legal. If you obey traffic and speed laws you can move down the road however you want. As long as the driver is alert there really is no danger. Manual cars are essentially in neutral every time they stop when the push in the clutch.

Yes, it is legal to coast in neutral, although you will do more damage to your break rotors and pads when coasting down a hill in neutral because the motor is not slowing you down, so when you get to the bottom of the hill you will be forced to break dramatically more.

It is legal to coast in neutral in some states and it is illegal to coast in neutral in some states. So please ask Local Police officer. When car coast in neutral, it saves fuel and hard-earned money. But in mountainous region do not allow to coast in neutral. It also help environment.

No,it is surely not legal everywhere,rather there is heavy fine on this. Moreover It is not safe also for our health to coast our cars in neutral as there can arise sudden situation where we can need sudden use of power. Moreover cars dynamics are balanced with on-load condition so it losses its stability at unload condition.
