You can make a copy of savings bonds for the purpose of record keeping. It is illegal, however, to attempt to make copies of savings bonds that are intended to be passed off as the actual certificates, which is counterfeiting, which is a violation of federal law. A copy that is obviously a copy is not a problem.

Yes, it is illegal to make copies of savings bonds; Congress has ruled that they may photographed only for the purpose of publicity (i.e., sales).

It is illegal to try to pass off copies as originals. You should make copies of your bonds in case you lose them.
